To achieve synchronous power\nallocation among SASs, all SAS users perform a procedure called\n[Coordinated Periodic Activities among SASs (CPAS)](/spectrum-access-system/docs/key-terms#cpas).\nWInnForum defines CPAS in the document\n[WINNF-SSC-0008](https://winnf.memberclicks.net/assets/CBRS/WINNF-SSC-0008.pdf).\n\nDuring CPAS, all SAS users do the following:\n\n- Exchange information with one another.\n- Retrieve the latest information from the [Federal Communications Commission (FCC)](/spectrum-access-system/docs/key-terms#fcc) and [WInnForum](/spectrum-access-system/docs/key-terms#winforum) databases.\n- Reallocate resources among CBSDs with the Iterative Allocation Process (IAP) algorithm defined in [R2-SGN-16 of the WInnForum requirements](https://winnf.memberclicks.net/assets/CBRS/WINNF-TS-0112.pdf). In particular, grant powers are adjusted in an equitable way.\n- Recalculate the [Dynamic Protected Area (DPA)](/spectrum-access-system/docs/key-terms#dpa) move lists by using the algorithm defined in [R2-SGN-24 of the WInnForum requirements](https://winnf.memberclicks.net/assets/CBRS/WINNF-TS-0112.pdf).\n\nSAS users synchronize these activities to make sure that all\nentities are protected.\n\nWhen CPAS runs\n--------------\n\nCPAS runs from 7 AM to 10 AM UTC each day. During CPAS, SAS can't\nissue new grants. When you perform CBSD maintenance that requires\nnew grants, we recommend that you do the maintenance before CPAS begins. This\nmaximizes the potential power that SAS can offer after CPAS\ncompletes.\n| **Note:** UTC to US time zone conversion differs by one hour between US Standard Time and US Daylight Savings Time.\n\nWhat CPAS means to a CBSD operator\n----------------------------------\n\nDuring CPAS, as a CBSD operator you are responsible for limiting\ntransmission power because grant power is not increased during CPAS. Also,\nSAS recalculates the DPA move lists during CPAS. Therefore, it's\nimportant to retain the grant suspension for the CBSDs.\n\n### Transmission power limits\n\nResources are reallocated once per day during CPAS. During this reallocation, a\nsmall portion of the resources are reserved for new grants that are requested\nbefore the next CPAS. Any grants that are authorized the next day use\nthat reservation.\n\nIf a requested grant exceeds the remaining reservation, the grant request can be\napproved, but the grant might not be authorized in the subsequent heartbeat.\nDuring the next CPAS, this grant is given an equitable portion of the\nresources and then authorized.\n\nAlternatively, the CBSD might perform a spectrum inquiry before\nrequesting the grant. The spectrum inquiry response indicates how much of\nthe reservation is available for use by the CBSD. If the\nCBSD requests a grant with the indicated transmission power, it's\nlikely to be authorized for immediate transmission with the possible exception\nof DPAs. The grant power is not increased during the subsequent\nCPAS; if a higher-power grant is desired, it should be requested directly.\n\n### Grant suspension\n\nDue to the nature of the DPA protection requirements, SAS is not\nallowed to reserve even a small portion of the resources when protecting DPAs.\nThis means that any new grant inside a DPA neighborhood must automatically be\nplaced on the DPA's move list, regardless of the amount of interference that the\ngrant might cause to the DPA.\n\nWhen CPAS runs, SAS recalculates the DPA move lists. If possible,\nSAS removes the grant from the DPA move list. The CBSDs are encouraged to\nretain their grants for a long time to avoid these disadvantages.\n\nHow the CBSD gets notified of CPAS results\n------------------------------------------\n\nAt the end of the CPAS, SAS notifies the CBSD of\nany required changes through the heartbeat response.
