Enum State defines possible states of binding between the
consumer VPC network and the management DNS zone.
Values:
STATE_UNSPECIFIED (0):
The default value. This value should never be
used.
ACTIVE (1):
The binding is ready.
CREATING (2):
The binding is being created.
UPDATING (3):
The binding is being updated.
DELETING (4):
The binding is being deleted.
FAILED (5):
The binding has failed.
