Google\n facilitates and processes the transaction, but you're the Merchant of Record\n for the transaction. Your customers receive two invoices: one for their\n purchases of Cloud Marketplace products offered by independent software\n vendors (ISVs), and one for their purchases of first-party Google products\n and usage of Google Cloud services.\n\n- **The Merchant of Record model**: Under the Merchant of Record model, Google\n acts as the Merchant of Record for the transaction. This means that Google\n sells your product to your customers directly.\n\nIf a customer makes a transaction through Cloud Marketplace that meets the\nrequirements of the agency model (described\n[below on this page](#agency-requirements)), Cloud Marketplace uses the\nagency model for that transaction. Otherwise, Cloud Marketplace uses the\nMerchant of Record model for that transaction.\n\nWhen your customers make transactions through Cloud Marketplace,\nCloud Marketplace notifies them during the purchasing process whether it's\nusing the agency model or the Merchant of Record model for that transaction.\n\nTo verify the transaction model for your customers' transactions,\n[check the `transaction_model` field](/marketplace/docs/partners/reports/report-customer-insight#agency-fields)\nin your Customer Insights reports.\n\nRequirements to transact through the agency model\n-------------------------------------------------\n\nFor a transaction to occur through the agency model, the following requirements\nmust be met:\n\n- Both you and the customer must be located in a region that\n Cloud Marketplace supports for the agency model. For a list of\n supported regions, visit\n [Agency jurisdictions](/terms/marketplace-agency-jurisdictions).\n\n- Your organization must have agreed to the\n [current version](/terms/marketplace-vendor-agreement) of the Marketplace\n Vendor Agreement.\n\n- Both you and the customer must have verified your identity to Google, if you\n were requested to by Google. For more information, visit\n [Verify your identity](/marketplace/docs/partners/verify-your-identity).\n\nSplit invoicing for some agency model transactions\n--------------------------------------------------\n\nFor transactions that meet the following criteria, Google invoices your\ncustomers' purchases of Cloud Marketplace products that you offer\nseparately from their purchases of first-party Google products and usage of\nGoogle Cloud services:\n\n- The transactions occur under the agency transaction model.\n- Your customer's Google Cloud organization's payment profile is located in one of the following countries:\n - The United Kingdom\n - Germany\n - France\n\nFor all other transactions, your customers continue to receive a single invoice\nfrom Google for their Cloud Marketplace transactions and their usage of\nGoogle products and services.\n\n### Split invoicing for agency transactions for organizations located in Israel\n\nStarting June 1, 2025, for transactions that meet the following criteria, Google\ninvoices your purchases of Cloud Marketplace products offered by\nindependent software vendors (ISVs) separately from your purchases of\nfirst-party Google products and usage of Google Cloud services:\n\n- The transactions occur under the agency transaction model.\n- Your Google Cloud organization's payment profile is located in Israel.\n\nStarting June 1, 2025, you also receive a **Request for Payment** document\ncontaining additional payment information for all of your Cloud Marketplace\ntransactions.
