TRANSFER_LOCK_STATE_UNSPECIFIED (0):
The state is unspecified.
UNLOCKED (1):
The domain is unlocked and can be transferred
to another registrar.
LOCKED (2):
The domain is locked and cannot be
transferred to another registrar.
