An EkmConfig is a singleton
resource that represents configuration parameters that apply to all
CryptoKeys and
CryptoKeyVersions with a
ProtectionLevel of
EXTERNAL_VPC][CryptoKeyVersion.ProtectionLevel.EXTERNAL_VPC] in a
given project and location.
