Configuration for Managed Connection Pool (MCP).

`enabled`	`bool` Optional. Whether to enable Managed Connection Pool (MCP).
`flags`	`MutableMapping[str, str]` Optional. Connection Pool flags, as a list of "key": "value" pairs.
