Verifique se você tem o papel do IAM
Administrador da Transparência no acesso (roles/axt.admin) listado na coluna Papel
da listagem Principal na organização. Os papéis adicionados ao nível do projeto não concedem permissões suficientes para ativar a transparência no acesso.
Selecione qualquer Google Cloud organização ou projeto na organização usando o
menu seletor.
Se a transparência no acesso estiver configurada em um Google Cloud projeto, ela será ativada para
toda a organização.
Acesse a página IAM e Administrador > Configurações.
Clique no botão Ativar transparência no acesso.
