Method: projects.locations.pipelines.create

Create a new Pipeline in a particular project and location.

POST https://eventarc.googleapis.com/v1/{parent=projects/*/locations/*}/pipelines

The URL uses gRPC Transcoding syntax.

`parent`	`string` Required. The parent collection in which to add this pipeline. Authorization requires the following IAM permission on the specified resource `parent`: `eventarc.pipelines.create`

`pipelineId`	`string` Required. The user-provided ID to be assigned to the Pipeline. It should match the format `^[a-z]([a-z0-9-]{0,61}[a-z0-9])?$`.
`validateOnly`	`boolean` Optional. If set, validate the request and preview the review, but do not post it.

The request body contains an instance of Pipeline.

If successful, the response body contains a newly created instance of Operation.
